feat(db-dump-dt): выгрузка ИБ в DT-файл (DumpIB)

Новый навык пакетной выгрузки всей информационной базы (конфигурация + данные) в .dt через конфигуратор /DumpIB. Авто-режим разрешён (бэкап). PS1 + py-порт в стиле db-dump-cf. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
