Nick Shirokov	c496047c6c	fix(skills): force UTF-8 console encoding in 7 ps1 scripts ... Codex runner on Windows launches PowerShell as login-shell and decodes stdout/stderr without UTF-8, garbling Cyrillic output. The other 51 ps1 scripts already set `[Console]::OutputEncoding = UTF8`; bring these 7 in line and add `InputEncoding = UTF8` for symmetry. Touched: epf-init, erf-init, form-add, form-remove, help-add, template-add, template-remove. Versions bumped in both ps1 and py headers to keep the pair in sync.
