Nick Shirokov f56f5dc849 docs(web-test): add anti-loop guidelines to SKILL.md 
Prevent models from endlessly retrying the same failed search.
Rules: max 2 attempts per approach, try alternatives not repeats,
report partial results instead of silent retry.
